I published a study in Nuclear Engineering International, out of London, in October 2023 on feasible nuclear market penetration in the Philippines. They are getting serious about their nuclear planning.

One part of above was a detailed drill-down for their 136 remote grids called SPUGs. I found only 4 micro-grids where a 5 MWe reactor would fit. These currently are fueled by diesel and run by the government. The current revenue (customer billing plus subsidies) tops out at about $10 million a year per micro-grid so that's your boogey for O&M, Admin, interest, depreciation, and profit.

Can you build, install and operate a 5 MWe micro-reactor for under $10M a year to be competitive?

Very cool. Good luck with the NRC. They will not be reasonable, so pressure needs to be stepped up to make them more responsive.

Hasn't the navy been doing this for the last 50 or so years with the nuclear powered submarines and carriers?
