Isn't it disingenuous to say that space x failed 11 times to get to orbit. The publicly stated goal has not been to get to orbit only flight testing. They did blow up a few times to be fair during flight testing but nonetheless they have never stated they were trying to get to orbit on the past launches. I don't even think they are going to try that until late next year with v3 starship.

I'll check out Davenport's book.

But NASA's problem isn't budgets, it's awful management, civil service rules, and political interference. Their plan to get to the moon is overly complex. Check out Casey Handmer's blog, a former NASA / JPL employee turned entrepreneur.
